No. The health card is hinge for your use in the province where you live. If you are going to another province, you may use your health insurance card in case of an emergency and within a three month period.
If you decide to move permanently to another province, you must re-apply for a new provincial health card as soon as possible. Take note of the waiting period allotted for processing and your coverage to be active. If you are moving only temporarily, you should contact the provincial ministry of health office in your home province before you leave.
